(07.2007) - Out of State families who are homestudy and CIS approval-ready  are especially welcomed at this time, provided they understand the situation and changes pending in Guatemala and are ready to make a commitment. At this time it is best not to be too specific on gender if possible.  We are still accepting CT families for this program. While we are being cautious about undertaking too many new cases, intake is not closed for Guatemala. Still, we want you to considerr back up options with Thursday's Child as well.

(05.22.2007) - Joint Council on International Children's Services has reported to members  that today, May 22nd, the Guatemalan Congress held a special session during which the Hague Convention was re-affirmed.  An amendment was included that created an effective date of January 1, 2008.     However, we do not know what procedures will be created to implement this or what changes will come about. Hopefully this will satisfy the US Department of State, though not everyone feels that the Hague is necessarily a good thing in Guatemala that will work well. It remains to be seen.

(05.16.2007) - In the past week or two there were three readings of the proposed Hague law in Guatemala that were scheduled to be read before the Guatemalan Congress. They require three readings in order to pass the law. The Congress did not pass the Hague on the third reading yesterday and no other new adoption law was passed.

This does not mean a lot to those clients already in process for Guatemala. However, if they do not still pass some Hague compliant legislation and implement it by the time the US officially ratifies the Hague, the United States will stop issuing visas. In the past the Department of State has clearly stated in writing, that as long as you have an I600A in before the US ratifies, you will be permittied to adopt from Guatemala. However, nobody is saying that the process will be smooth or without frustration or delays, unfortunately.
